1. Vehicles that are not able to be retrofitted with a diesel particulate filter. This needs proof from an agency such as DEKRA or TÜV, which is valid for a maximum of 12 months.
2. Coaches with Euro 3 (yellow sticker) until 21.12.2014.
3. Vehicles with red number plates according to § 3 of the Kennzeichnungsverordnung (35. BImSchV) kennzeichnungsfähig. Requires a certificate to be placed visibly on the window screen.
4. Trial vehicles or vehicle combinations with respect of § 70 Abs. 1a StVZO (traffic regulations). Requires a certificate to be placed visibly on the window screen.
5. Test/trial vehicles with respect of § 19 Abs. 6 StVZO (traffic regulations).
6. A vehicle being brought for repair or service inside the LEZ.
7. Vehicles that are required to be presented to the police, Leipzig town or other officials inside the LEZ.
