The LEZ applies to all road sections falling within the as including provincial and state roads except for:
- Motorways
- Roads of regional interest, R1,
- Sections of the link between highways and roads R1
- Roads connecting parking sites and public transport or rail stations.
Excluded from the LEZ rules:
- Light electric city vehicles, hybrid, multi-modal, micro electric vehicles ultra-light electric bicycles;
- Natural Gas, LPG vehicles;
- Vehicles fitted with a particulate filter (from the factory or retrofit), which meets the particulate emissions standards of at least Euro 3;
- Key roads are exempted in most areas, see maps for details.
- Historic vehicles, if a valid certificate issued upon completion of registration in the appropriate historical records in accordance with Article. 60, c. 4 of the Code of the Road (285/92)
- Vehicles are classified as agricultural machinery in Article 57 of Legislative Decree 285/1992;
- Motorcycles and mopeds with 4-stroke engines, independent of Euro standard;
- Vehicles with a special design or for use in a public or social purpose: all vehicles of the Police Forces, the Armed Forces, Fire Brigade, Italian Red Cross, and bodies and municipal and provincial police services, civil defence and Forestry;
- Emergency medical vehicles;
- School buses and public transportation identified by Dgr No 4924 15 June 2007;
- Vehicles used exclusively for the transport of people with disabilities;
- Vehicles with a disabled badge;
Exemptions
- Vehicles owned by public entities, and private entities performing functions of a public service or utility, or who perform emergency maintenance services’
- Vehicles travelling tradesmen weekly markets, limited strictly to the path taken to reach the workplace from home and vice versa;
- Vehicle operators' wholesale market (fruit, vegetables, fish, flowers and meat), limited to the path necessary to reach the workplace from home and vice versa;
- Vehicles used for the universal postal service, or licensed or with ministerial authorisation under Directive 97/67/EC as amended by Directive 2002/39/EC;
- Armoured vehicles designed to carry valuables, governed by the Decree of the Ministry of Transport No 332 of 3 February 1998;
- Vehicles of urgent medical and veterinary visits, with a special permit issued annual permits by the office or alternatively the registration card to the relevant order, health and welfare in-service certified by the employer;
- Vehicles used for transport of people undergoing treatment for essential and can not be postponed for the treatment of serious diseases (e.g. dialysis, chemotherapy), carrying medical certification;
- Vehicles used by workers with work shifts such as to prevent the use of public transportation is certified by the employer;
- Vehicles of priests and ministers of religion of any confession to the functions of his ministry;
- Vehicles carrying at least three people (car pooling);
- Vehicles used for driving schools driving exercises and examinations for licenses C, CE, D, DE under Article. 116 Legislative Decter 285/1992;
- Vehicles of blood donors bearing certificate of appointment for the donation.
- Municipalities may no longer grant special and personal exemptions beyond those already provided in agreement with the Lombardy Region;
